Fort Madison Mayhem and Dragon Boats At Big Hollow This Weekend

If you are looking for a way to enjoy the weekend weather, plan to start you weekend in Fort Madison on Saturday. Mayhem on the Mississippi is a 5K run/walk with the added twist of obstacles on the course.  The race is designed for everyone to participate regardless of athletic ability or age, that means the spider-web, tires and hay bales are an optional part of the race.  There will be water and snacks along the route for those that participate. If you would like to watch the race, the starting gun sounds off at 10:00 AM.  Sign up the day of the race for $25.oo from 8:00 to 9:45 AM at the Rodeo Park.

Sunday, the 30 year tradition of Dragon Boat Races continues, the venue has changed from Lake Geode to Big Hollow this year.  Burlington High School has invited teams from West Burlington, Notre Dame and Danville this year.  Hot 97-3’s own Savannah will be on hand to Emcee and add some music to the festivities.  The races get underway at 8:00 AM Sunday morning.


Downtown Partnership Hosts “Sip & Stroll”.

With glass in hand, visitors to Jefferson Street on a Friday night were treated to samples of beer and wine as well as treats from local retailers.  Steve Frevert, Executive Director of the Downtown Partnership said tickets sales had been brisk.  According to those selling tickets at the event, walk up ticket sales were going very well.

The “Sip and Stroll” is the second in a trifecta of events this week in downtown Burlington, sponsored by the Downtown Partnership.  The final event is an open house, retailers will have sign up for a chance to win $100 in “Downtown Bucks” that can be used at any of the participating stores.  The first event, the Farmers Market held Thursday night was the first of the three promotional events to draw people to the downtown district of Burlington. The Farmers Market is also the only event that will continue, held every Thursday through fall.

Davenport Man Arrested After Leading Police on High-Speed Chase

A Davenport man is behind bars after leading authorities on a chase that spanned two counties and reached speeds of more than a hundred miles-per-hour this week.

Wapello police say that 33-year-old Christopher Bivens was taken into custody Thursday, after allegedly fleeing from a traffic stop on Highway 61 and Mills Road. Authorities say the chase reached speeds in excess of 110 mph, before the vehicle was hit with stop sticks by Louisa County deputies.

Authorities say Bivens continued into Des Moines County before crashing into a ditch, abandoning the car and fleeing on foot. Deputies used a tazer to apprehend the man, he was taken to the Louisa County jail where he’s being held on felony charges for eluding and possession of marijuana, as well as several misdemeanor and traffic charges.

Bivens remains in jail on a $10K cash-only bond.

Flooding Continues on the Mississippi

Flooding continues in Southeast Iowa.

Flood warnings are still in effect for the Mississippi River as a result of snowmelt and rain to the north. The river hit the 15-foot floodstage on Thursday, it’s expected to continue its gradual rise and is forecast to hit 16 feet early next week.

At 16-feet the river could impact low-lying areas in Niota and Montrose.

Dragonboat Races are held at Big Hollow Recreation Area

The annual dragon boat races took place for the first time at a new location on Sunday.

Big Hollow Recreation Area’s beach was packed with area students, staff members, and onlookers as the teams raced across the lake throughout the day. The event organizer Samantha Mears says was impressed with the turnout.

“For being in a new location, there’s a lot of people here,” Mears told KBUR.

BHS’s Nautorius team was victorious, beating out the other 15 student teams from Burlington, Danville, and New London.

The double elimination tournament is held every year, with the BHS senior’s hoping to maintain bragging rights.

The Burlington Police Department took 35 year old Mickey Sourwine of Burlington into custody on Sunday on a warrant for 3rd degree burglary and 3rd degree theft. Sourwine was held on ten thousand dollars bond.

37 year old Jamey Bowman of Burlington was taken into custody by the High Risk Unit at 11 pm Saturday night for a violation of Parole. Bowman is currently being held in the Des Moines County Jail with no bond.

West Burlington Police arrested 26 year old Michael Carpenter of Iowa City on a warrant from Wapello County for escape, as well as possession of marijuana charges. Carpenter is being held in the Des Moines County Jail without bond.

Keokuk Man Arrested On Drug Charges.

The Lee County Narcotics Task Force reports the arrest of a Keokuk, Iowa
man on felony and misdemeanor drug charges.

Monte Del Horner, 49, of 1027 Cedar Street, Keokuk, Iowa was arrested on May 5, 2018 in the 900 block of South 6 th Street on felony and misdemeanor drug charges, those include: Delivery of less than 5 grams of methamphetamine, second or subsequent offense, a class C Felony with an enhancement, Delivery of less than 5 grams of methamphetamine, second or subsequent offense, a class C felony with an enhancement, Felony possession of methamphetamine, a class D felony. If convicted on all charges, Horner could face up to 35 years and in a state correctional facility.

The arrests of Horner stems from an investigation by the Lee County Narcotics Task Force into allegations that he was involved in the use and distribution of illegal drugs in the Lee County area.

38 year old Brian Keith Davis Jr. has been taken into custody by the Burlington Police Department.  Davis was arrested at 3:20 today (Monday) on a warrant for five counts of Sex Offender Violation, second or subsequent.  He is being held in the Des Moines county jail on $25,000 bond.

Burlington police arrested 34-year-old Nicholas Scott on domestic violence and sex abuse charges on Friday afternoon. A woman he lived with at 120 Clay Street in Burlington went to Great River Medical Center complaining she had been forcefully raped by her boyfriend,

A Burlington man has been arrested on allegations of raping his girlfriend following an argument last week.

Burlington police arrested 34-year-old Nicholas Scott on domestic violence and sex abuse charges on Friday afternoon. A woman he lived with at 120 Clay Street in Burlington went to Great River Medical Center complaining she had been forcefully raped by her boyfriend the night before.

A criminal complaint filed in Des Moines County district court says that Scott was upset with the woman, believing that she was interested in another man. The woman had bruises on her arms, she told detectives she been drug by the arms to the bedroom where she said she was assaulted and raped.

The woman said she consented to having sex with Scott on two more occasions the following day, out of fear of being assaulted if she said no. During one of those times she told authorities Scott had put his hand behind her neck when she felt a warm sensation, police later found small burn marks that may have been made by a lighter.

Scott was arrested at the Burlington residence, court records show he told police the woman’s bruises were caused by “having sex last night.”

Scott is being held in the Des Moines County jail on a $10K cash-only bond, he’s due in back in court on May 14th for preliminary hearing.

West Burlington School Board Welcomes Andrea Bowen.

Andrea Bowen Joins Board

The West Burlington School Board welcomed it’s newest member special meeting last night. Andrea Bowen was sworn in and will fill the remaining term of Randy Fry.

The Board also accepted two resignations, Shelby Curry and Rebecca Evans. Then unanimously approved the hiring of 2nd grade teacher Rachel Wilson, Transportation Director Paula Messamaker, Junior High Baseball Assistant Coach John Vandenberg and Elementary Vocal Teacher Jeremy Henman. The list of graduates for the class of 2018 was also approved by the board.

Superintendent David Schmidt presented the board with the details of the teacher contract negotiations.

Schmidt told the board the second year of the contract would have a 1.5% estimated increase. The Board unanimously approved the two year teacher contract, as well as a 1.5% increase for support staff and their supervisors for next year. The Board concluded the night with a facilities tour and discussion of upcoming repairs and maintenance of the districts buildings and vehicles. The expected expenditure would be around 250 thousand dollars next year.

Council Accepts Money for Madison Street Reconstruction

The Burlington City Council voted last night to accept grant money for a reconstruction of Madison Avenue, which also ties their hands in removing off street parking and adding bike lanes to the street.

Eight people spoke out against the change, arguing that property values could be affected, and noting concerns that fewer parked cars would encourage speeders along the stretch of road. One woman, who didn’t give her name at the meeting, was concerned that losing on-street parking would limit her ability to host her parents on holidays.

“Taking away the parking in front of my block would be a significant loss to me,” She told council members. “I’d have to worry about not only my parents but my significant other’s parents…which is where I want them to be. So they don’t have to worry about having the celebration at their home.” She says doesn’t want them to have the worry of hosting celebrations at Christmas or Easter.

The council voted 3-1 for the change, Mayor Pro-tem Annie Wilson was the sole ‘no’ vote, Mayor Shane McCampbell wasn’t present at the meeting.

City officials say the road isn’t wide enough to accommodate on-street parking, according to federal safety standards. In order to accept the $429K in Safety Transportation Block Grant Money the city has to meet SUDAS standards. The bike lanes were included to make the grant more attractive to the grant’s decision-makers. Councilman Matt Rinker says the city just can’t afford to turn down the money.

“Our community is not in a position to be able to turn away money,” Rinker said. “We’re supposed to be putting $5 million into infrastructure… and we’re putting significantly less than that in…because we don’t have the funds.”

The council also voted approved the amended second reading of a nuisance ordinance which would eliminate the city’s requirement to notify a property owners of a violation by certified mail, instead publishing nuisance laws annually and placing a door tag on properties in violation, and moved forward with a change to the junk vehicles ordinance.

Burlington Man Arrested Following Monday Night Chase

A Burlington man was arrested following a pursuit through Des Moines County on Monday night.

Arrest logs show 25-year-old Bryan Orth was arrested around 8:15 PM on Monday. Authorities say the chase began with an attempted traffic stop on Spring Street and continued West on Mount Pleasant, Old Highway 34, and Highway 79 at speeds up to one hundred miles-per-hour near Middletown. Authorities say a passenger known to law enforcement exited the vehicle and ran before the chase began.

Ourth eventually stopped near the Geode State Park entrance. He was taken into custody and charged with felony eluding, parole violation, possession of marijuana, and several traffic violations. He’s being held on a $22K bond pending an appearance in court.

KBUR Poll Shows Hubbell Leading Democratic Primary Race

A KBUR News poll conducted this week shows Des Moines Businessman Fred Hubbell as the leader heading into next month’s democratic primary election.

Hubbell leads the pack with a two-to-one lead over State Senator Nate Boulton. Six candidates are vying for the nomination to challenge incumbent Republican Governor Kim Reynolds in November. Polls indicate Hubbell has widespread support across the state, possibly due to being the first candidate to run television advertisements.

The poll finds Hubbell’s support is highest among voters age 50+, while Boulton is supported heavily by voters in their 30’s. The top three issues to democrat voters who were polled are education, health care, and women’s rights.

18% of respondents were undecided at the time of the poll.

A primary election will be held on June 5th to select the who gets the democratic nomination.

Antonio Sanchez’s Lawyer Asks Court For Change Of Venue.

Antonio Sanchez is accused of killing 19 year old Maddie Finch during a New Years Party in La Harpe. According to court documents, Sanchez’s attorney is asking for the trial to be moved from Hancock County to the court house in Quincy. Andrew Scnack, attorney for the Sanchez requested the change of venue stating the court house in Quincy was a more appropriate location.

Antonio Sanchaz is facing three counts of First Degree Murder and one count of Aggravated Battery with a Weapon.

Two Area Men Arrested For Domestic Abuse Charges In Separate Incidents

A traffic stop for a tail light out lead to the arrest of 48 year old Troy Phillips on a warrant for Domestic Abuse that allegedly occurred in April of this year.

According to police record, the officer spotted the tail light out and approached the vehicle. While speaking to the suspect, a device used for smoking was seen. Phillips admitted the device was his and was taken into custody for possession of drug paraphernalia. Phillips has a warrant for a domestic abuse incident.

He is currently being held in the Des Moines County jail on no bond for the warrant and 600 bond on traffic and drug paraphernalia charges.

 

 


Joel Duffie

 

West Burlington Police responded to a call for domestic abuse on cottage grove avenue around 12:30 this morning (Wednesday).

A third party had made a 911 call stating the suspect, 37 year old Joel Duffie was heard threatening a female in the residence. The officer responding to the scene found a female victim with a cut on her forehead, forearm and other marks. The victim stated that Duffie had been acting strange and then struck her a number of times with a closed fist.

Joel Duffie was taken into custody and transported to the Des Moines County Jail on charges of Domestic Abuse Assault, Fifth Degree Criminal Mischief and Obstruction of Emergency Communication, where he is being held with no bond.

Crime Stoppers Facebook Post Leads To Suspects Surrender.

Burlington Iowa Crime Stoppers used the power of social media today to bring a suspect to justice.

The group posted on their facebook page this morning that they were searching for a suspect, Ernest Lee Christofferson. Christofferson was wanted on Felony Sex Abuse charges as well as other warrants.

Around 1:15 this afternoon, Christofferson turned himself into authorities. Arrest records show  Sexual Abuse in the Third Degree and Incest Charges have been filed. Christofferson turned himself in to the Des Moines County Sheriff and is currently being held in the Des Moines County Jail.

Hesco barriers connect to the partially completed floodwall in downtown Burlington.

A flood warning remains in effect as the Mighty Mississippi continues to rise. The water is currently sitting just over 17-feet and forecast to hit the 18-foot major flood stage on Friday. Burlington city leaders say the partially completed floodwall and Hesco barriers should hold back the water downtown, barring an unexpectedly high crest.

At 18-feet the water affects downtown parking lots in Burlington, Bluff Harbor Marina, North Shore Marina in Fort Madison, and First Street in Dallas City, Illinois.

In Fort Madison, the water is generally a foot higher than it is in Burlington according to Public Works Director Larry Driscoll. He says the town is already experiencing some issues.

“We’re getting there to the edge of the rift raft at Riverview Park…and gearing up for some minor flooding at the wastewater treatment plant right now,” Driscoll says that the rising water will effect street and the waste water system. The river will crest at around 19 and a half feet in Fort Madison on Sunday.
